The purpose of this study is to test the Narrative Policy Framework and its assumptions about the scope of conflict in an, for the framework, uncharted context. The assumptions of the framework about the scope of conflict is that a group or a coalition construct narrative either to increase, decrease or maintain the scope of conflict surrounding a policy depending on if they see themselves as winners or losers in the struggle for the policy outcome. The case for this study is the political debate about a Swedish membership in NATO. By applying a quantitative content analysis on discussion-, opinion articles and press releases during a ten-year period (2007-01-01 – 2017-06-30) the author has, through an operationalization of the framework, been able to compile a result about the behaviour of the respective sides of the debate and their usage of the narrative strategies explained by the framework. This result has further been applied and tested with hypothesis drawn from the framework about the expected behaviour of the groups or coalitions. The result shows that eight out of ten hypotheses were proven right. The author implies that the framework shows promising result regarding its applicability and usage in a Swedish context. However, the two deviations show that there are some complex of problems. Rather than that the framework’s applicability depends on the national context, instead this study has shown that it is the type of policy, in this case technical features and the operational level of the policy, that could be an issue for the frameworks transmissibility.
